USA Judo will be holding an election in October to fill six Board of Directors positions whose terms end on Dec. 31, 2022. Each of the following positions are for four-year terms:

  • 2 At-Large Directors
  • 2 Athlete Directors
  • 1 Referee Board Member
  • 1 Independent Director to be selected by the Nominating & Governance committee

Requests for nominations will be sent by August 22 2022, to current members of USA Judo consistent with the Bylaws of USA Judo and these Nominating Procedures. The nominating period will close on September 6, 2022. 

2022 USA Judo Board of Directors Nomination Form

  • Nominating Criteria:
    1. Referee Directors may be nominated only by Referee Members of USA Judo in good standing.
    2. At-Large and Independent directors may be nominated by any member in good standing.
    3. The Athlete Directors are to be nominated by Elite Athletes, defined in Section 6.6.b of the USA Judo Bylaws as those who have represented the United States as athletes in the Olympic or Paralympic Games, the Pan American or Para Pan Am Games, World Championships or at an Operation Gold event (or the current USOPC-equivalent designated for that year) in the sport of Judo within the ten (10) year period prior to October 17, 2022; or were listed on the USA Judo Senior National Roster in the last ten (10) years. 
  • Qualifications:
    1. Each director of the Board of Directors must be a citizen of the United States and 18 years of age or older. A director need not be a resident of Colorado or Texas.
    2. A Director shall (i) have the highest personal and professional integrity, (ii) have demonstrated exceptional ability and judgment, and (iii) be effective, in conjunction with the other Directors, in collectively serving the long-term interests of USA Judo. Each Director shall have passed a background check, completed SafeSport education and training, and have no record of SafeSport violations. Directors shall possess the highest personal values, judgment and integrity, understanding of athletic competition and the Olympic ideals, and have diverse experience in the key business, financial, and other challenges that face USA Judo. Directors shall have a high level of experience and capability in Board oversight responsibilities, including in the areas of finance, marketing, fundraising, audit, management, communications, and sport. At least one (1) of the independent Directors, who shall also serve on the Audit and Finance Committee, shall have financial expertise.
    3. Directors shall inform the nominating committee of any changes in their employment responsibilities or other constraints on their time in order for the Nominating Committee to determine whether it is appropriate to nominate a Board director for continuing Board service.
    4. The Athlete Director must be an Elite Athlete, defined in Section 6.6.b of the USA Judo Bylaws as one who has represented the United States as athletes in the Olympic or Paralympic Games, the Pan American or Para Pan Am Games, World Championships or at an Operation Gold event (or the current USOC-equivalent designated for that year) in the sport of Judo within the ten (10) year period prior to October 17, 2022; or was listed on the USA Judo Senior National Roster in the last ten (10) years.
    5. As set out in Bylaws Section 6.7, the Independent Director shall be determined to have no material relationship with USA Judo, either directly or through an organization that has a material relationship with USA Judo. A relationship is “material” if, in the judgment of the Nominating and Governance Committee, it would interfere with the Director’s independent judgment. The Director must maintain an independent perspective by maintaining the requirements above for their entire term and any successive term with the exception of holding any governance role in USA Judo or the International Judo Federation. An Independent Director may run for a second term, as otherwise provided in the Bylaws.
    6. At-Large directors must be current members of USA Judo.
    7. The Referee Board Member must be a current Referee Member of USA Judo (as defined in Section 5.1.a.3 of the USA Judo Bylaws).
    8. No individual may serve simultaneously as an officer or director of USA Judo and as an officer, or director of an organization holding membership in USA Judo, or as an officer or director of another amateur sports organization recognized by the USOPC as a national governing body.

Nominations received will be reviewed by the Nominating Committee and the Nominating Committee will present at least three qualified nominees (or if there are fewer than three qualified nominees, the names of all qualified nominees) to be elected for each position, except for Athlete Nominees. All eligible Athlete Nominees, regardless of the number, will be presented to the Athletes for election. USA Judo will post the names of the Athlete, Referee, At-Large and Independent Nominees on the USA Judo website by September 23, 2022.

USA Judo will send a notice to all qualified members of the impending election asking them to declare in writing in which category they are intending to vote. An individual shall be a member of USA Judo sixty (60) days prior to the date of the election, October 17, 2022 in order to be eligible to vote in an election. The membership requirement for voting does not apply to qualified athletes as defined in section 6.6(b).

All voting will be done electronically over the internet through a secure third party vendor. There will be no proxy voting. For each open position, the person receiving the greatest number of votes (whether a majority or not) will be declared elected. Please see the Election Balloting Process Advisory Memo below for further details. 

In the event of a tie amongst candidates in any single category, a run-off election amongst the tied candidates in those categories will be held beginning October 24, 2022 and ending at 5 p.m., Pacific Time, October 28, 2022. The same ballot process used in the first round will be followed, limited to those candidates who tied. If a run-off election again results in yet another tie, the election will be settled by a blind draw from amongst the tied candidate names, conducted by the independent member of the Nominating Committee.

  1. Athletes: The Athlete Directors will be elected through electronic means provided by a third party vendor between the dates of October 17 and October 20, 2022, by USA Judo Elite Athletes, defined in Section 6.6.b of the USA Judo Bylaws as those who have represented the United States as athletes in the Olympic or Paralympic Games, the Pan American or Para Pan Am Games, World Championships or at an Operation Gold event (or the current USOC-equivalent designated for that year) in the sport of Judo within the ten (10) year period prior to October 17, 2022; or were listed on the USA Judo Senior National Roster in the last ten (10) years. Each USA Judo Elite Athlete shall have 1 vote.
  2. Referees: The Referee Board Member will be elected through electronic means provided by a third party vendor between the dates of October 17 and October 20, 2022 by current Referee Members of USA Judo (as defined in Section 5.1.a.3 of the USA Judo Bylaws). Each USA Judo Referee Member in good standing shall have 1 vote.
  3. At-Large Director: The At-Large Directors will be elected by USA Judo current members 18 years of age and older who are in good standing as of BOTH August 18, 2022, AND October 16-21, 2022, from amongst the qualified nominees presented by the Nominating Committee.
  4. Independent Director: The Independent Director will be selected by the Nominating Committee no later than September 30, 2022, from amongst qualified nominees.

The Election Balloting is administered by an independent third-party election administrator, Association Elections. Association Elections has administered prior USA Judo Election Ballots. A third-party is used in order to completely separate the USA Judo Staff, Board and Nominating Committee from the collection and tallying of votes and to ensure that individual voter information is not revealed to anyone but the third-party firm.

Voter Eligibility

  1. All voters must be USA Judo members in good standing during the election period of August 18 – October 20, 2022 who are at least 18 years of age (except in the case of athlete voters who meet the criteria to elect athlete directors)

  2. The voter eligibility requirements for each category are published on the USA Judo 2022 Election website and found in the Bylaws, which can be found on the USA Judo Governance website.

  3. Ballots will be sent to the email address on file for each eligible voter for the categories in which they are eligible to vote. In order to ensure proper receipt of your ballot, please make sure that your email address is updated in the database by contacting Austin.Leath@usajudo.us by Oct. 10. Please Note: Only one ballot will be sent in the category eligible to vote to each individual email address. If multiple members have the same email address listed in their profile, the email will receive only one ballot. If a voter is eligible to vote in both the athlete and referee category, the voter must select which of those two categories they will vote in, per the USA Judo Bylaws Section 5.2 Voting Rights.

  4. The final registered voter lists, by category, will be furnished to the third-party administrator.
